The exam, section by section
Section 2 of the Delaware Driver Manual describes the order: a vision screening, then a Highway Sign and Signal Test on sign shapes, colors and symbols, signals and pavement markings, then a Rules of the Road Test. Together that's 32 questions, and you need 26 right. Audio versions with headphones are available on request. We couldn't confirm which languages are offered, whether an online option exists, or how long you wait after a failed attempt, so ask your office.
Paperwork: driver ed comes first
- Delaware Driver Education Certificate (the Blue/White Certificate) — required for Level One.
- One primary and one secondary identity document, proof of SSN if you're eligible, and two proofs of residency. Originals or certified copies only. Foreign-language documents need a certified English translation.
- Your parent or guardian sponsor, in person, to sign the application.
Who can sit beside you
A properly licensed parent or guardian, or a licensed driver the sponsor approves who is 25 or older and has held a Class D for five years. That person sits in front, and no one else does. Under 18, the GDL program is mandatory. At 18+ it's optional, but you still take the eye, knowledge and road exams.
