Three steps before the learner's license
- Take the TLSAE course (Traffic Law and Substance Abuse Education). You're exempt only if you passed a DELAP driver education course.
- Pass the Class E Knowledge Exam: 50 questions on Florida traffic laws, safe driving and traffic controls. Under 18, you can take it online through an FLHSMV-approved third-party provider. Otherwise, test in person at a provider or service center.
- Visit a service center or tax collector office. Bring a primary ID, proof of SSN and two proofs of residential address. A parent or guardian signs your application in front of an agent or notary. You'll take the vision test (and a hearing test).
Two things surprise people. The exam is offered only in English, even though the handbook is published in Spanish and Haitian Kreyòl. And the handbook doesn't state the passing score. You'll see "40 of 50" quoted widely, but we couldn't find it on an official FLHSMV page, so treat it as unverified. Some service centers are walk-in and others are appointment-only, so check yours on the FLHSMV general information page.

Vision
20/40 in each eye passes without a referral. At 20/50 or worse you're referred to a specialist. You also need at least a 130° field of vision, and Florida doesn't recognize telescopic lenses.
