Hawaii permit test run by your county

There's no single "Hawaii DMV". HDOT writes the rules and the manual, and each county runs the testing counters. On Oahu you can take the 30-question test online from home — if you follow the webcam rules exactly. Here's the process, from the English 2023 Official Hawaii Driver's Manual and Honolulu's customer services pages.

The online permit test: read the rules twice

Honolulu's online permit test page sets strict conditions, and breaking one ends the attempt:

  • Use a desktop or laptop with a webcam. Phones and tablets are not allowed.
  • You get one hour for 30 questions.
  • Leave the screen three times and you fail automatically.
  • Minors need a responsible adult present who stays out of the camera's view.
  • Retake as often as you need, but no more than twice a day.
  • English or Spanish, with read-aloud available.
OptionCost
Online, Honolulu$12 ($2 county fee + $10 transaction fee)
Online, Hawaii County$11
In person, Honolulu$2 test + $5 instruction permit

If you can't read English, the county pages describe oral exam provisions. The manual itself is published in many languages, including Japanese, Korean, Spanish, Hawaiian, Chinese, Ilocano, Marshallese, Samoan, Tagalog and Chuukese, so you can study in your own.

An in-person visit on Oahu

  1. Book through AlohaQ, or pass the online test first and then book.
  2. Bring your completed application, a certified birth certificate and consent from each living parent or guardian. For a REAL ID, bring original or certified documents for your legal name, date of birth, legal presence and SSN, plus two proofs of principal residence.
  3. Take the eye test, then the written test ($2), then pay the $5 permit fee.

In-person written tests run 8:00 a.m.–3:30 p.m. in Honolulu and Kauai, and 8:00–3:00 in Hawaii County, per the manual's inside cover.

Permit → provisional → full

Instruction permit (15½)

Drive with a licensed driver 21+ in the right front seat. From 11 p.m. to 5 a.m., that person must be your parent or guardian. Everyone in the car buckles up.

Provisional license (16)

Requires 180 days on the permit, state-certified driver education (both classroom and behind-the-wheel certificates) and a road test. The road test vehicle needs current registration, a safety inspection and an insurance card, and you must arrive with a licensed driver. As a provisional driver you may carry only one passenger under 18 who isn't a household member, unless a parent or guardian is with you. From 11 p.m. to 5 a.m. you drive only with a licensed parent or guardian, unless it's for work or a school-authorized activity.

Full Class 3 license (17)

After six months on a provisional license.

The manual extract doesn't state a supervised-hours requirement. HDOT's GDL brochure may, but we didn't open it, so we leave hours out rather than guess.

Hawaii rules the manual stresses

  • School buses: stop for flashing red lamps in the same roadway and adjacent lanes. Illegally passing costs $1,000 (HRS 291C-95). Opposite traffic on a divided highway doesn't stop.
  • Emergency vehicles: slow or stop and leave an empty lane if it's safe (HRS 291C-27).
  • Crashes: report immediately to police for any injury, death or $3,000+ in property damage.
  • Passing: never within 100 feet of an intersection, railroad crossing, narrow bridge, viaduct or tunnel.
  • Funeral processions have the right of way at intersections. Don't cut between their cars.
  • Phones: drivers under 18 can't use handheld or hands-free devices.
  • Alcohol: zero tolerance at .02 under 21. At .08, or if you refuse a test, your license is taken and you get a 30-day temporary permit. Refusal can mean revocation for one, two or four years.
  • Signs: speed limit signs are black-and-white rectangles. A vehicle left on a highway over 24 hours is legally abandoned.

Not verified: the pass mark, statutory speed limits, and whether HDOT has a newer English manual. Its September 2026 file turned out to be a Chuukese edition.

Other states to compare

Hawaii has no neighbors by road. If you're moving to the mainland, see California, which also starts at 15½ with a 25+ supervisor rule; Alaska; or Washington.

Hawaii permit test FAQ

Who gives the permit test in Hawaii?

The counties. HDOT publishes the Official Hawaii Driver's Manual, but testing and licensing are run by the City & County of Honolulu Department of Customer Services and the Counties of Hawaii, Maui and Kauai.

How many questions are on the Hawaii permit test?

Honolulu's online permit test page lists 30 questions. We couldn't find the passing score on an official page, so we don't quote one.

Can I take the Hawaii permit test online?

Yes, through knowtodrive.com/hawaii, on a desktop or laptop with a webcam (no phones or tablets). There's a one-hour limit, and looking away from the screen three times fails you. Minors need a responsible adult who stays out of view. It costs $12 in Honolulu and $11 in Hawaii County.

Can permit holders drive at night in Hawaii?

Yes, with a licensed driver 21+ — but from 11 p.m. to 5 a.m. that person must be your parent or guardian.
