What the 25 questions cover
The April 2026 manual lists five areas: alcohol misuse, suspensions, Junior Operator License violations, rules of the road and road signs. Three of the five are about penalties, so Massachusetts spends more of its test on consequences than most states do. Learn the numbers:
- Any driver fails a chemical test at .08. Drivers under 21 face administrative sanctions at .02.
- A failed test means a 30-day suspension over 21. Ages 18–21 get 30 days plus 180 days under MGL c.90 §24P.
- Breaking the JOL curfew can be charged as driving without a license, which is a criminal offense.
How a Massachusetts speeding ticket adds up
The manual builds the fine from three parts: a $100 base, $10 for every mph beyond the first 10 over the limit, and a $50 Head Injury surcharge. Its own example, 73 in a 55, comes to $185. In work zones, fines are doubled.
Permit (16) vs. Junior Operator (16½–18)
| Learner's permit | Junior Operator License | |
|---|---|---|
| Who rides with you | A licensed 21+ driver with 1+ year of experience, in the front seat | First 6 months: no non-family passengers under 18 unless a 21+ driver (1 yr) is beside you |
| Curfew | Midnight–5:00 a.m., unless with a parent or guardian | 12:30–5:00 a.m., unless with a parent or guardian |
| Electronic devices | None at all for teens, not even hands-free | |
Earning the JOL
- Hold the permit 6 months with a clean record
- Driver ed: 30 hours of classroom, 12 behind the wheel, 6 of observation
- 40 more supervised hours (30 with a driver skills development program)
- A parent or guardian attends a 2-hour parent session
For the road test, the car can't have a donut spare. Out-of-state cars need Massachusetts minimum insurance: $25,000/$50,000 bodily injury and $30,000 property damage.
Other rules worth knowing
- Stop for any school bus or school pupil transport vehicle with flashing reds and a stop sign, whichever side of the road you're on.
- Move over, or slow to a reasonable and safe speed, for stationary emergency vehicles with flashing lights.
- Hands-free law: you can't hold or support any electronic device.
- Mopeds: limited to 30 mph capability and 50cc, ridden no faster than 25 mph, with a helmet.
- New residents get no grace period to switch licenses.
Not in the manual: how long you wait to retake a failed permit exam, the full list of test languages, and the statutory speed limits. We left those out.
