Points: Vermont's favorite test topic

The manual includes a detailed points schedule, and questions about it are common. Know these:

Failing to stop for a school bus5
Failing to yield to an ambulance, fire truck or police5
Failing to yield to a pedestrian in a crosswalk4
Texting (junior license, plus a 30-day recall)2
Suspension notice at10

From permit to junior license

Hold the permit one year, with the last six months violation-free. Complete driver ed (30 hours classroom, 6 behind the wheel, 6 observing) and log 40 practice hours, 10 at night, on form VN-219 or in the RoadReady app. Then you can take the road test for a junior license at 16–17.

Passenger limits on the junior license relax in stages:

  • Months 1–3: no passengers unless a parent, guardian, instructor or licensed adult 25+ is with you
  • Months 4–6: family members only
  • After 6 months: no passenger limit, though never more passengers than seat belts, and no passengers for hire

Junior drivers may not use portable electronic devices. A points violation brings a 90-day recall.

Other Vermont rules

  • Devices: handheld use is banned while driving, even when you're stopped on a public highway. The first offense is $100–$200.
  • Alcohol: .08 is impaired. Under 21, .02 is a civil violation with suspension and alcohol education. Underage possession can mean diversion, or a $300 penalty and 90-day suspension (7 V.S.A. §656).
  • School buses: stop for flashing reds, even in a school yard. Only traffic going the other way on a divided highway is exempt.
  • Emergency vehicles: for flashing blue or red lights or a siren from any direction, pull right and stop. In a roundabout, exit first, then pull over.
  • Trucks: car drivers cause over 70% of fatal car–truck crashes.

Unverified: statewide default speed limits, which aren't in our source extract. Follow posted limits.
